Depends which way you go to get there....

If you stay out of the centre of London, then no it doesn't.

I have never paid it for ACE. Found the best route is M25, A40 and drop down into Hanger lane. If you follow the SAT NAV it generally takes you down the A4, which I will never do again after getting stuffed in the mother of all traffic jams the first time I went.

Gone this route every other time I have been and never had an issue.
