Some weird regulations there ! It more or less says that if an Elvis impersonator is mugging an old lady in a polling station you can not arrest him. Depends on how you read it, definitely not if someone is dressed as a black and white minstrel, polling station or not.Anyone is allowed to arrest:

Nothing wrong with that from what I can see. But, what about the bit where it warns you not to you restrain them, and then take them back to your house.Well someone dressed as a black and white minstrel was seen picking the pocket of an Elvis impersonator while not in a polling station, that seems OK
